Goldy this is a cut & paste from Comlec,

Van parked as not to cause an obstruction. Get a letter from Euro Parking Services demanding £100 pound for 'Not parked correctly within themarkings of the bay or space"

So it sounds like he hasn’t overstayed, so the issue is “not parked correctly within the bay, this could be one wheel just touching the white line or Comlec is taking up two spaces, it sounds like The first he knew of it was when Euro Parking sent him the letter,

They would have taken photographic evidence, and I assume would have sent it to Comlec, so let’s see it, because if it goes the distance that is what it will boil down to

It's not a FINE, it's an invoice. Only the council and police can issue fines.
Also remember that lines painted on a private carpark have no standing in law. Even disabled markings have no lawful standing, blue badges are only truly value on public roads and carparks

TO OP : Get uourself over to the Pepipoo Forums and ask there where you will get advice related to your situation. The only place where you can safely " ignore" the demand is if it happened in Scotland as the identity of the driver has to be established there.
