Im understanding on things like kettle, toaster, washing machine, dishwasher. TV equipment, computers etc will not require testing only visual, but what appliances would need formally testing with appropiate equipment?
You are reading it wrong mate, toasters, kettles, microwaves are a higher risk than say a table lamp or a tv. Kitchen appliances are things that are normally moved around or put under heavy usage where it is easy to damage flexes, over heat toasters etc. A fridge is lower risk as it just stays in one place and the user just opens and shuts a door to use it.
Also any incidents such as someone scalds themselves from overfilling a kettle etc. Inproper use is difficult to prove, it is easier for the tenants to say the kettle was faulty or fell to bits in their hands. You then have to prove otherwise.

I have been through all of this myself when I rented a house out that had appliances. Never again would I leave a kettle or microwave in the kitchen.
You can garantee you will get a tenant that has gone blind through using your microwave and insists the thing was leaking radiation that made his whole family sick and needed to all have private health visits and had to take 6 months off work through it.

Under no circumstances leave a food blender in the kitchen even if its brand new. You will have his family and all of his friends losing fingers in the thing and all down to you to pay compensation out whilst they sit planning the next appliance tragedy. Just take the things out as you wont get anymore rent by leaving these lethal weapons in.
Would you remove stairs incase someone throws them selves down, Or would you only rent out bungalows?
No PAT test would test for radiation leakage from a microwave. That would have to be taken up with the manufacturer ... but good luck with that!
renting out a house with stairs, you might as well just leave a noose tied to the landing. Garantee the whole lot of them will fall down the stairs like lemmins one after the other, all been under a harley street specialist for the next 3 years.

Your local technical College may do training. Remember to log all your test results and keep records. Make, Serial Number etc of item tested and results, so you can spot any deterioration. But DO check with your college and get some training, or wherever you buy your kit. That is vital.
