My toilet seat bolts are rusted and stuck, they look like below. How can I take them out safely?

I have tried to lubricate them to see if they loosen and after overnight they are still tight and stuck.

If you've tried WD40 and still cant get them to turn, then id get a multi tool and cut them off.

Is there any other home tools that can do the job if a multi-tool isn't available?

I have a very basic Stanley Toolbox so don't have a multi-tool.

the wingnuts are nylon so a pair of pliers will loosen them if not cut off nut with a hacksaw blade then replace

Plumbers grips will shift it.....................or break it.........either way it will come off.

Locking pliers. Get a hold of that white nut and turn. If you had small drill you could put a line of holes in plastic nut as that will weaken it and will bust off. Get annoyed with it...
