Pink composite floor screed in 1950s ex council property

    Have a 12-15mm pink composite ground floor screed that has parted company from the concrete sub(?)floor! Have been told this could be my DPM and there may be no sub-floor! Local council and BRE will not ring me back on the subject!! Local damp company found moisture in the plaster/render but not in brickwork...thought it had migrated from the floor.(Walls were rendered down to the screed).Damp proof courses are slate (in a 1950s house??).
    Two initial questions...does anyone know what this pink junk is and could I really have no DPM in a 50s property?
