    Intending to lay a layer of postcrete as foundation for sleeper retaining wall. Do I lay it, add the sleepers, Reba rod them in...then 'water' them (ie the base) to activate the cement?

    don't think you'll have time do water first then get the sleepers in correct
    and start rebarring.
    I've never used postcrete as footings. How thick / deep are you planning the footing.
    It would be cheaper with sharp, 20 aggregate and cement.

    As said, Postcrete is completely unsuitable for what you propose. Go with a traditional concrete mix.
