Raising floor level with screed

I need to raise the level in our porch to get the right height. Its a concrete base, DPM, then insulation on base and around edges and has been screeded. I now need to raise this level by about 3 to 4 inches. Can I just screed over the top of existing screed (with insulation around perimeter), can I add another level of insulation in base between screeds?

The final finish will be tiles.

Any guidance would be good, thanks.

You can do anything you want as building regs are not relevant. Why would you want more insulation its just a porch? Mass concrete screed with no edge insulation would be my choice.
