Screenshot_20190329-181852_Gallery.jpg I'm replacing handrail, bannister, spindles but dont know how to get this section removed.

You will have to cut through the tenons, run a sharp handsaw down the newel posts into the handrail from above, it will then tap up with a hammer and you'll be able to cut through and remove the infill panel.

Why not cut out the middle half of the hand rail and then try and wiggle the remaining quarters out of the newels

Whats the gap measurement between the newel post?

Although the stair is older than some of the regs, the gap has to be 4"/100mm or less, so may only get a spindle in here and may look a bit odd.

Yeah only 1 spindle will go in, neighbour has done the same and looks better than the piece of board that was there in line.
    Cheers for reply.

Tidy. What you planning to replace it with?

Not decided at the mo, leaning towards the chamfered spindles or the colonial / Georgian.

If your opting for chamfered, come down 4" from the top and 8-10" from the bottom of the newel posts and run a router in between on the four sides with a chamfer bit, neatens them up and gives the balustrade a new lease of life.
