Repairing "holy" inspection chamber

    Howdy folk, apologies for the bad title. It's a holey chamber, as my groundsman has abandoned the job halfway through. Leaving me with an IC with a big hole in it, and a peeved BCO who wanted the rodding point above the plastic work!

    Would appreciate any acvice on if I can DIY "make good" here and at least get this IC back up to scratch in not letting endless rubble fall into my sewer line.

    Was tempted to get a bit of plastic from something like a cheap bin, cut it to shape, make a hole - slide it on the external side, seal it with some waterproof sealant and screw for good measure before putting lean mix and then brickwork ontop, but I don't really have a clue what i'm doing :D

    Mix up some mortar/concrete and tidy it up with that around the top
