Replacing kitchen extractor fan halogen bulbs with LED bulbs

I want to put LED lights into my kitchen extractor fan to replace the halogen ones. I have replaced the driver for a 12v output to the bulbs, which works fine on the tester. I have taken the halogen bulbs out and put 2 watt LED bulbs in. However the bulbs keep flickering and don't turn off.

The voltage drops to 8v as soon as a bulb is put in... should that be right???

The original halogens didn't work due to a faulty driver anyway and thought it would be best to replace for LED.

Not sure what else to do...

Sounds like the driver ain’t compatible with the lamps.
Ditch the driver/ whatever it is and get yourself some 240v LED lamps.

Halogens don't need a driver. Are these very low voltage halogen bulbs you took out? as in 12v or 24 v bulbs?
