I am having a new heating system with a condensing boiler fitted in a 3 bed dormer bungalow.
I was planning on having a thermostat in the hall but have been told you don,t need one if the radiators have thermostatic valves. What do you lads think ?
the boiler will be in the cellar

If the installer has given you the option of not having one I'd wonder where else he has ignored the rules.

Since April 2002 it is mandatory as part of the Building Regulations that all new and updated systems have a room thermostat fitted.
