I need to paint my new concrete block garage and have got some sandtex masonry paint to do the job - one coat smooth stuff. The test area mops this up like a sponge. I'll need 20 gallons! Whats the best way to seal it first - PVA? or some other great idea?

Why not do what you do when rendering?
Wet the surface first so it doesn't suck it in.
