Setting concrete in cold weather

I'm trying to sort out a builder laying outdoor concrete for a plinth in cold weather, around 0-2oC. Is there an additive e.g. PVA SBR 503, that can be added to allow the concrete to set in 2oC? Thanks
 
There are additives. you can use hot water and heated aggregates but what you need to do is to keep it well covered.

Plastic sheet and a bale of straw will do nicely: concrete produces heat as the cement reacts with the water to produce the setting.

Should I put a layer of DPC underneath the concrete plinth to stop damp from rising? So the layers would be (bottom upward): earth, DPC, stones, concrete plinth, oil tank
