Silicone between brick and window

I knew the silicone around my window needed redoing so I’d planned to do this when redecorating. However when taking the wallpaper off, it seems the windows have been sealed to the brick work using silicone, and the previous owners have covered crumbling plaster/holes between the window and wall with silicone.
Majority of the house is bodged with silicone, but this one has me a little concerned. - Surely these types of holes shouldn’t have been covered or held together with silicone?

I’m not sure how windows are fitted, so I don’t know what should normally go between the frame and wall?

It’s all the way round the window, and some gaps are big enough to put your finger through.
Should these not be sealed by some sort of filler rather than silicone?

You can use expanding foam if you like.
