Solution for front door of an apartment complex

This is a bit of a weird one as this is an apartment complex in Bulgaria but seeing as I speak no Bulgarian I thought I would ask on here.

The front door of the complex has a simple lock on the outside:

and on the inside there is an emergency exit rail:

The problem is the door can be locked from the outside but not from the inside. This means when anyone enters the complex the door is left unlocked from outside. I thought this was due to fire safety but if someone locks the door from the outside, it cannot be opened from the outside but the bar on the inside still opens the door.

I am looking for a solution that will allow us to lock the door from the inside (so people outside cannot get in) but the bar still opens the door from the inside.

I have fitted a few simple door locks in my time but haven't ever had to deal with a fire lock.

Does anyone have any inexpensive solutions they could share?

I have attached a third picture below which shows the lock from the side.

    Many thanks in advance!!

Does the bar need lifting to lock people out?

    Hi HandyAndy,

Unfortunately the bar doesn't lift to lock. Any other solutions would be very much appreciated.
