Solutions wet dirt

Hello,

I have a problem of wet basement.
When it rains a lot, I saw a small puddle of water appear.The garden level is 30 cm higher. The level of the ground in the basement is at the level of the foot of the foundation. I would like to put concrete with a dpm, but I think it is too wet. A small part of the soil was made by first putting gravel then the sand and a slab. Do you have any solutions for the floor?
