My steps were completed 2 weeks ago.the 1st week I kept them closed of to allow them to dry properly then we used them for 3 days then went away for 5 days.just come back and noticed the slabs are coming off.the cement underneath them is sandy and crumbling yet my builder says he done nothing wrong.even the pointing is coming out in one piece.what can I do?

Could be too weak a mix, or not mixed up properly with not enough water. Could also be old cement used in the mix. There are a few reasons why this can happen with slabs, but it sounds like the builder has done something wrong.

If they are coming off its obvious that they were not stuck down properly.

The builder is wrong in saying he's done nothing wrong, is he insinuating that you have lifted them or something.
