Strange Pipe Insulation

Anyone know what this is wrapped round our pipes in the loft? Looks like hessian and possibly nylon tights…? Is it safe to remove and replace with foam insulation.

Seen it many times in older properties just sacking I think, I just cut it off and replace with foam

Are the pipes still connected to your water supply? If they are redundant and there's no water in them, no insulation is required.

Still connected yes, one is hot and the other is cold.
