Tiling over asbestos tiles, adding electric underfloor heating

Id like to tile over asbestos tiles in a bathroom and kitchen, adding electric underfloor heating mat in between.

I don't want to remove the asbestos tiles - how can i prepare them withoit rasing floor height too much for:

1. Electric undefloor heating mat
2. New tiles

Any advice on best brands of primers / boards, adhesives etc needed before i lay new tiles appreciated.
