I have removed the toilet and sink from a downstairs room as I want to convert it to storage space.

How do I properly/legally fill in the hole left by the toilet which goes directly through the concrete floor?

Cut down as far as you can, gob with scrumpled newspaper, enough to hold a semi wet mix.
Then ensuring the seal is set, tile over etc.

I would use this from screwfix 62513 just put some silicone grease on which will stop the rubber from perishing. Then put a 51416 in the top and do not cut it. You can use the pipe again if required.Trying to get mortar out can be a pain.
