Yes I think it probably is, we get rid of loads of PCs and although they end up being re-cycled they are still considered waste.
Can I have your scrap please mister? It must be almost every day you get asked, I think I'll get a builders board made up: "NO SCRAP JUST A GRUMPY OLD PLUMBER NOW GET LOST
Is scrap copper classed as trade waste? Do I need a license to carry it? a rather strange question just go down your local yard and weigh it in it's not as you are dumping it down the council tip
No it's not a strange question - strictly speaking it is waste and strictly speaking you should have a licence to carry it. But I suspect most people don't. Ignorance is no defence if you get caught though.

what are you doing with it ? I take it to my local Irish caravan park, I can get up to £5 for 1 cylinder... Bargain....
Not sure about rads, but I am getting just under 25 quid for a 900 x 450 copper cylinder, pays for a couple of beers!
You want to change your pub if £25 only buys a couple of beers i would want to get semi jolly off £25
