I am replacing my toilet and cistern next week, the current cistern has a 15mm pipe and a 22mm pipe. The 15mm is the inlet coming off the mains but what is the 22mm pipe for? It goes off into the wall. Would that be an overflow?

    Yes, overflow.

    OP,
Modern cisterns come with internal overflows built-in - the external overflow pipe is redundant
