Vertical radiator - one panel stays cold

I have a vertical radiator, not sure of the make but a couple pics are below.

Of the five 'panels', the one on the far right stays cold while the others heat up as normal.

I have tried bleeding the radiator and only water comes out, seems there is no trapped air.

Could getting the radiator balanced fix the issue?

Do you know if it’s been fitted in the correct orientation?
It will have a baffle inside. The radiator could be fitted upside down or have the flow and returns crossed.

Thanks but do you really think that's the case? The rad has been in for 2 years nearly and only recently the far right, 5th panel has been cold when the heating is on.
 
If it has worked fine for 2 years it will be something else. Turn off every other radiator by its TRV ,and see if the vertical heats fully across its width. If it doesn't there is a problem within the rad.

If I knew it had worked for a couple years then I would’ve replied with something a bit different.
It doesn’t seem like an installation issue.
 
Take a sample of water from the system from one of the bleed valves and see what colour it is.

If you have a pH meter, test it as well.
 
Try bleeding it from the top right hand side.
It could be trapped air.
Just use a spanner or similar. Crack the plug and turn 1/3. Wrap a towel to protect the wall.
