where is the fault?

Evening everyone
Doing a re wire and have got to the 2nd fix phase. The builders needed power so have changed the fuse board and made the upstairs socket live. However when i went to strip the main on the lights it blew my cutters! I have a reading of 12 volts on the lighting feed when only the sockets are turned on at the board. Any thoughts? Any help would be appreciated
 
Hi you say it took out your cutters there was more than 12 volts present at that time ? What is the position on the power circuit know you have only 12 volts present ie did the circuit breaker trip or not? If now reset and sockets o/k things have altered as the 230 volts is not present on the main sub lighting circuit I would suggest a crossed wire from sockets via builder which has now been blown off or a third party has disconnected. pssible that 12 volts is induced from power circuit,insulation test the lighting 500volt then reduce to 250 volt and plug something into sockets and test. suggest those results will tell you something,
