Sorry, I really have spent about an hour looking online for the answer and just can't find anything.

Boiler = Worcester Greenstar 28i (dial/timer in the middle)

Old thermostat = Siemens Landis & Staefa RA02

New Thermostat = Hive single chanel active heating.

The old thermostat is in another room and around 6 metres away from the boiler.

There's a fuse spare that isolates the boiler.

    ----

So I removed the cover of the old thermostat and there were 4 wires

    Red - 240v
    Blue - NOT CONNECTED
    yellow - 240v
    Earth

How I've currently wired the HIVE up with what I've found online.

Blue to N (traced it to boiler and is a N)
    Red to L
    Yellow to 3
    Earth connected
    And I've put a link between L and 1

The issue I have is that the heating is permanently on once paired.

    Your wiring visually looks correct.
Does the boiler turn off when you remove the hive receiver from the wall?

Just tried and the heating remains on

Did the old thermostat turn the heating on and off?

And it’s a single channel hive you’ve purchased?

Your wiring looks correct but the symptoms point to a wiring issue.
If you have a multimeter I would check for 230v on the lr wire when the heating is off.
If you don’t have a multimeter just remove that wire and this will tell you if it’s an internal or external issue.
If the boiler still fires then it’s not an external wiring issue.
If it stops firing then it confirms a wiring issue.

I do have a meter there's 240v on when the heating is off.

Does that get us any closer?

So that black goes from the boiler lr into the terminal strip. Then changes to yellow to terminal 3 hive?
    Is so that’s wired correct.
You’ve removed the hive receiver from the wall and it stayed on so this eliminates the receiver being faulty.
What happens when you remove the black (lr) at the boiler?

Sorry I had to walk away from this yesterday because it was getting on my nerves.

Yes the black goes from LR into the strip, changes to yellow and goes to 3 on the hive. It seems to be getting 240v out of the boiler though all of the time. Is that right? I'm hoping there isn't an issue with the pcb.

Should be noted that last night I left to get some takeaway, came back and the boiler had actually turned off. I was then able to turn it on with the hive thermostat by increasing the requested heat, but once I lowered that it wouldn't go off again. Ended up turning the boiler off, and I'm back at it today.. I'll try removing the lr wire now.

If you remove the wire from lr and lr is still live then it’s a boiler issue.
