    Taken over older house.

Why would an immersion heater work fine on it's old wiring (fused). However problems trying to fit it into a new RCD system with a its own 16mcb. All connections made new, earth measures fine from I/H earth terminal to water pipes/ground etc. Any ideas?

Your element has a leakage to earth. Should be replaced

Eric is right, the case of the element has split near to the end connected to neutral, if their was no RCD, it would continue to work and you would be no wiser. Change the immersion heater and your problems will be solved.

IT takes approx 3 x fault current to lift an old rewirable fuse 15a fuse 3x 15amp but only 30ma (millamps) to trip an rcd and 1.5 times to trip an mcb.
When rcd or as they were formally called ELCB (Earth leakage circuit breaker) first came out they showed up all the faults and leakages in cookers which had to be replaced or fixed( after house renovations)
