What's the best way to attach steel lath to a wall built from engineering bricks?

No idea where you are, but if you close to one their branches, it's cheaper.

As to fixing, you could use metal hammer drive fixings, would need to drill pilot holes, or large head stainless steel screw, might be easier than mickey pins in hard brick.
Also ideally need to use some integral spacers to lift the mesh clear of the surface, their brand name eludes me.

    Here a fixing guide

Something like solvent gripfill might, never tried it.

Could use a stainless steel screw to fix it, with a small washer or penny washer.
