When I have my hot water on without the heating the tank thermostat turns the boiler on and off as the stat control temp,But when I have both hot water and heating on at the same time the hot water tank thermostat becomes redundant is this the way it is suppose to work

When your c/h is on it will over ride your cylinder stat
unless you have zone valves installed.

Can you give a little more info on your installation - do you have a 3 port valve or 2 x 2 port valves - If your not sure try a short description of the parts. Most modern systems have HW & CH controlled separately.

My system has a 1 x 2 port valve, and I can not have my heating on without my water.

OK - So it sounds like you've got a 'C' plan installed. With HW only the boiler is as you said controlled by the tank stat - With HW & CH the boiler should shutdown when both HW & CH stats are satisfied and restart when either HW or CH calls for heat.

Hope this is clear / helps you
