Does it have a cooling Fan?
Is it just not the fan for the fan oven?
Maybe I am wrong but this fan is just for distributing the hot air throughout the oven.

It's the cooling fan , it's coming on straight away when I turn my cooker on at the wall without the oven or hobs on

I see from the instructions that there is a fan only facility (without heat) .
Is this the fan that stays on all the time?

If I disconnect this fuse it doesn't come on ,but I'm not sure if it's ok to do this , it's just the fan is very noisy

Well I have read the manual. It is a lot more sophisticated than ours.
I have no knowledge of this model.
It is a rotary switch that controls the fan.
I cannot see how this can fail in itself unless there is a thermostat involved or a relay that has stuck closed or it is controlled by a electronic chip.
It might be a be a timer chip that has failed.
For God's sake do not disconnect any fuses.
How old is it? : I presume it is out of warranty.
Sorry I cannot help your further but at least anybody else now has the manual to examine.

It could be a stuck contact.

With the cooker OFF, rotate the switch which controls the oven function several times in each direction.
