New Build - Downstairs Radiators Cold!

Been in the house 4 months since building was complete. Theres a Logic Combi Esp1 boiler fitted, plus the electronic thermostats. The boiler is showing 00. When I put on the hot water it changes and the radiator setting is e.

Now... my bedroom radiator works (but sounds like running water sometimes but nothing coming out) all downstairs radiators have different knobs but no matter how i turn them or set the thermostat none of them come on at all.

Is there anything I can do before having to get the builders back out! Haven't bled them as I don't know how to! But I am freezing so need sorting before winter hits fully.
