Im moving into a new build soon, looking at the other gardens some have really poor grass, very yellow and grubby looking.

Others have perfect gardens, bright green grass.

Could anyone share some tips on how to care for grass while its growing, or any special topsoil to use..

Might benefit from a lawn feed, something like Evergreen Complete 4 In 1 Lawn Feed, Weed & Moss Killer, you can apply it hand-held or with a mechanical spreader.
Should see results in a week.

Depending on the house builders they will either put a decent amount of topsoil under the grass, or as is usual, as little as they can get away with!
it could be worth lifting a section of grass to see which of the aforementioned 'lawns' you have in your new house.
Personally i have always used the cheapest feed, weed and mosskiller i could get hold of with excellent results, unless of course the branded varieties are on offer somewhere!

    Happy mowing!!!!
