Use Office Picture Manager to compress it.

Seriously it's a bit more awkward on a phone though, possibly link to Dropbox or similar photo hosting site.

 

Crop it!

Use an app to resize/crop.

 

Im not sure why the site has such a low limit on size of the pics that can be uploaded, most of the pics I take on my phone are to big , you need to use a potato to take the pic with for it to be the right size.

I agree with Phil. If I take a photo with my bog stardard phone I just want to download it not mess around with apps or editing suites. Come on @screwfix.peter you can do this.
