Does anyone know who is responsible for leaks from a water meter on the road side to the property facility 200 yards away?

About 2 years ago a main was laid and I insisted on laying the pipe inside a duct but was never done.
The track was backfilled with sharp stones also. Very shoddy all in all.
Last week the farmer received a very large bill.

We excavated at the road side and found the leak about 2 meters from the road side.
    We repaired this leak.

Then the farmer nicked the pipe with a knife to create another leak closer to the road in the hope the water authority will take responsibility and nullify the bill.

If the leak is on the incoming side of the meter or on the meter itself the the water company will have to fix it. Anything after the meter is the property owners responsibility.

    Its after the meter.
The farmer thinks the water authority is responsible when its close to the road.
    Thanks.

Im afraid he wrong sorry makes no difference where its run after the meter then its the property owners responsibility. He could try to get the meter moved nearer the property but I think you can guess the answer.

He's one of those farmers who knows best.
He insisted the blue mdpe pipe was 1/2 inch. I figured it was 20mm and afaik all blue mdpe is metric.

What's annoying is that about £100 pounds would have laid the ducting originally. Three of us spent almost 3 hours digging and fixing.
That bill will be much larger than £100 pounds.

And he has the water bill also.

I think the council may be liable as the pipe passes under their property. And their property has failed causing the leak.
Thus the tax payer may well fund this one.

As posted above, anything between the meter and the house is property owners responsibility
