Yep, I don't know why they fit them with teeth like carpet gripper, it just asking for trouble

 

It's not great, but at the same time, it's not terrible. I've certainly seen a lot worse, but there are things I certainly would not do. I would be most concerned about the weakening of the joist. Course it depends where in relation to the joist supports all that is, but wherever it is the cable holes and the pipe notches are just too close together.
