Just thoroughly wet it as per normal and scrape with a wide scraper, or such as a plasterer's trowel.

i bow down to your greatness Andy, you are obviously infinitely more knowledgeable about the make up of plasterboard than someone who spent 14 years making it !
Ill ring lafarge up on monday and tell them that the dampening of board that has been through the final drying process does not have any detrimental effect to the bond of the paper and gypsum strength.

You wet the wallpaper until the water soaks through to reliven the paste. There is a time when the wallpaper is not wet enough to scrape easily. There is a time to wait for the water to seep through.
There is a time when the wallpaper will scrape and there is a time when the wallpaper begins to dry again. There is a time to add water, there is a time to stop. Crack that, and you succeed.

I didn't say it was easy.

At the end of the day you should never run into this problem anyway, wallpaper is never a permanent decoration, it goes out of fashion and people may want to change style etc, so sticking it to bare plasterboard is stupid anyway.
much easier to give the board a quick paint with cheap paint or a plasterboard sealer once it's installed, to avoid problems later.
tiling is another issue, we are taping some new flats at the moment and the tilers come in as soon as we are done, so when the day comes a few years down the road, that the owner wants to change them, that is going to be a full reboard job.

simply remove the ball cock from your central heating water header in the loft, if you have one, disconnect overflow pipe, go to centre parcs for the weekend.

Hey presto, on your return home, you'll find most of your plaster work lying on the floor. Simply place it all in a skip, job done!
